Chop garlic and mash it to your desired size.
Dice a small onion into cubes.
Cube red, green, and yellow bell peppers, ensuring they are roughly the same size.
Chop green onions, saving some for garnish.
Dissolve half a beef stock cube in hot water.
In a bowl, mix the dissolved beef broth with 1 tablespoon hoisin sauce, 2 tablespoons light soy sauce, 1 tablespoon oyster sauce, 1 teaspoon sesame oil, 1 teaspoon rice vinegar, and 0.5 teaspoon sugar.
Add 1 tablespoon cornstarch to the sauce mixture and stir until combined.
Heat oil in a pan and add the ground beef, breaking it up and browning it.
Add black pepper to the beef while cooking.
Once the beef is browned, add the diced onion and cook until softened.
Add minced garlic and cubed peppers to the pan and stir-fry until the peppers are slightly softened but still crunchy.
Pour the prepared sauce over the beef and vegetables, stirring to coat everything evenly.
Let the mixture cook for a couple of minutes until the sauce thickens and clings to the beef and vegetables.
Serve the stir fry hot, garnished with chopped green onions and sesame seeds.
