Soak the salted cod in room-temperature water for 2 to 5 hours, then pour out the water.

In a mixing bowl, add 3 cups of flour, 1.5 tablespoons of baking powder, 0.25 teaspoons of salt, and 1 tablespoon of brown sugar.
