Rinse the salted cod under cold running water until any salt on its surface is washed away.

Transfer the rinsed cod to a bowl and cover with fresh water. Refrigerate overnight or soak at room temperature for 1-2 hours.

Drain the salted cod and discard the soaking water. Wash the cod one more time before transferring it to a small saucepan.

Add fresh water to the pot until the saltfish is completely covered. Bring the water to a boil over medium heat and let it boil for about 15-20 minutes.

Check the thickest part of the saltfish for desired saltiness. If it's still too salty, repeat the boiling process. If it's to your desired saltiness, set aside and let cool.

In the same pot, add oil and heat over medium heat. Once the oil is heated, add the vegetables and sauté until translucent.

Add garlic to the vegetable mixture and stir occasionally until softened for about five minutes.

Add tomatoes to the mixture, combine thoroughly, and let it simmer for about five minutes with the pot covered.

Pull apart the cooled saltfish using fingers or a fork, or use a food processor for finer pieces.

Add the flaked saltfish to the vegetable mixture and combine thoroughly. Let it simmer on medium-low for about 5 minutes.
