Combine bread flour, sugar, salt, and cardamom in a large bowl.
Add activated yeast mixture, melted butter, eggs, and oil to the dry ingredients.
Mix until a sticky dough forms, then knead until smooth and elastic.
Cover the dough and let it rise in a warm place until doubled in size, about 1-1.5 hours.
Punch down the dough and knead in raisins.
Divide the dough into equal pieces and shape into balls.
Place the balls on a baking sheet lined with parchment paper, spaced apart.
Cover and let rise again for about 30-45 minutes until puffy.
Preheat the oven to 375°F (190°C).
Brush the tops with egg before baking.
Bake the buns for 15-20 minutes until golden brown.
