Spray a 9x13 casserole dish with nonstick spray.
Cut the cinnamon raisin bread into about 1.5-inch slices.
Place the bread slices in the casserole dish, ensuring it is filled well.
In a mixing bowl, combine heavy cream, whole milk, eggs, brown sugar, granulated sugar, and ground cinnamon. Whisk until well combined.
Carefully pour the egg mixture over the bread slices, lifting some to ensure all are soaked.
Use a spatula to press down the bread to soak up the mixture.
In another bowl, combine flour, brown sugar, granulated sugar, and cold butter. Use a pastry cutter to mix until the butter is in small pieces.
Add chopped walnuts to the mixture and mix well.
Scatter the topping over the soaked bread in the casserole dish.
Cover the dish with aluminum foil and refrigerate for a minimum of 4 hours or overnight.
Preheat the oven to 350°F (175°C).
Bake the covered casserole for 30 minutes.
After 30 minutes, remove the foil and continue baking for about 45 minutes until puffed and golden brown.
Let the baked French toast cool slightly before serving.
