Combine 1/4 cup water and 2 tablespoons sugar in a bowl; mix well.
Add 3 cups all-purpose flour to a mixing bowl.
Pour in 1 cup milk and 1/2 cup melted butter into the flour mixture.
Add 1 egg to the mixture and combine until a dough forms.
Knead the dough for about 6 minutes until smooth and elastic.
Place the dough in a greased bowl and cover it; let it rise for 45 minutes until doubled in size.
Punch down the dough and divide it into equal portions.
Flatten each portion and place a spoonful of cookies and cream filling in the center.
Fold the dough over the filling and shape into a ball, ensuring the filling is sealed inside.
Roll each ball in powdered sugar and place on a baking sheet lined with parchment paper.
Cover the shaped pandesal with a cloth and let rise for another 30 minutes.
Preheat the oven to 420°F (215°C).
Bake for 15 minutes or until golden brown.
