Preheat the oven to 375°F (190°C).
In a bowl, mix all-purpose flour and baking powder until combined.
Cut in butter until the mixture resembles coarse crumbs.
Add cold water gradually, mixing until the dough forms a ball.
Roll out the dough on a floured surface and cut into circles.
Press the circles into a muffin tin to form tart shells.
In a separate bowl, whisk together eggs, granulated sugar, brown sugar, corn syrup, vanilla extract, and salt until smooth.
Stir in raisins or pecans if using.
Pour the filling into each tart shell until just full.
Bake for 15-20 minutes until the filling is set and the edges are golden.
Remove from the oven and let cool in the pan for a few minutes before transferring to a wire rack.
