Use a food processor to finely chop the onions, bell pepper, garlic, green onions, and spinach together.

Add the chopped ingredients from the food processor into the flour mixture.
Gradually add room temperature water to the flour mixture while kneading to form a dough.
Cover the dough and set it aside to rest.
Prepare the salted fish by soaking, washing, and removing skin and bones from the trout.
Chop tomatoes and prepare additional ingredients: onions, green onions, cilantro, and eggs.
Sauté chopped onions in a pan until fragrant, then add chopped tomatoes and cook together.
Season the eggs with black pepper and a little salt, then mix.
Add the prepared salted fish to the sautéed onions and tomatoes, cooking until heated through.
Incorporate chopped cilantro, green onions, and hot pepper into the fish mixture and cook for 2 minutes.
Add the seasoned eggs to the fish mixture, stirring until eggs are cooked and combined with the fish.
Form small balls from the rested dough for frying.
Roll each ball into a disc shape, ensuring they are not too thick.
Heat vegetable oil in a deep pan until hot, then carefully add the discs to fry.
Fry until they float to the surface and turn golden brown, about 1.5 to 2 minutes on each side.
Remove the fried bakes and drain on paper towels.
Serve the fried bakes with the salted fish and egg mixture.
