In a large bowl, combine minced beef, black pepper, paprika pepper, Aleppo pepper, garlic powder, onion powder, salt, egg, and bread crumbs; mix until well combined and form into small meatballs.
In a large skillet, heat oil over medium heat and brown the meatballs on all sides.
Remove the meatballs from the skillet and set aside.
In the same skillet, add potatoes, green beans, bell pepper, carrot, onion, garlic, peas, and parsley; sauté until slightly softened.
Add peeled tomatoes, tomato paste, beef stock or water, salt, pepper, and Aleppo pepper to the skillet; stir to combine.
Return the meatballs to the skillet, cover, and simmer until the meatballs are cooked through and the vegetables are tender.
