Toast the flour in a medium saucepan on medium to high flame for about 6 minutes until it is a light beige color and has a nutty aroma, stirring consistently to prevent burning.
Transfer the toasted flour to a bowl and set aside.
In the same saucepan, add 2 cups of water, cinnamon sticks, and lime zest on low to medium flame and bring to a boil.
Once boiling, add evaporated milk and sugar, and stir well.
In a separate bowl, mix the toasted flour with 3 cups of water, ensuring it is well combined to prevent lumps.
Add the flour mixture to the milk mixture and stir to prevent lumps.
Cook for about 10 to 15 minutes, stirring occasionally.
Add nutmeg, salt, and butter, and stir to combine.
Add almond extract and stir again to finish the porridge.
