Add 1 cup of cooking oil to a frying pan and place it over medium heat.

Place 1 cup of flour, some paprika, and a dash of cayenne pepper in a ziploc bag and shake to combine.

Add one piece of fish to the bag and shake to coat it completely with the flour mixture.

Remove the fish from the bag and set aside. Repeat this process for each piece of fish.

Add a few pieces of fish to the hot oil and cook until golden brown, about 3-4 minutes, then flip and repeat.

Remove the fried fish from the pan and set aside, noting that the pan was too small for all the fish, so they were done in batches.

For the stew sauce, heat a pan over medium heat and add 1 tablespoon of cooking oil.

Add minced garlic to the heated oil and sauté briefly.

Chop and add the onion and the rest of the seasoning (scallions, red and green peppers) and sauté for about 2 minutes.

Add a few pieces of cloves to the mixture, being careful not to add too many.

Incorporate 2 tablespoons of tomato paste, 2 cups of water, 1 teaspoon of paprika, 1 teaspoon of vadia complete seasoning, and 2-3 tablespoons of ketchup into the pan.

Stir all ingredients together and allow to cook for about 1-2 minutes before adding the fish.

If the sauce thickens, add a bit more water, then add the fish and cover the pan to cook for about 10 minutes.
