Mix 2 cups of flour and 1/3 cup of cold butter by hand until evenly distributed.
Gradually add 1 cup of ice cold water, mixing until the dough comes together without overworking it.
Wrap the dough and refrigerate for 1 hour.
In a pot, brown 1 pound of ground beef until dry.
Add chopped bell peppers and carrots to the beef and mix.
Add chopped onion and minced garlic to the mixture.
Season with Italian seasoning, paprika, sea salt, black pepper, hot pepper, curry powder, tomato sauce, and ketchup.
Add a bit of water and let the mixture cook down, tasting for seasoning.
Remove from heat and let the filling cool down.
Roll out the dough on a floured surface and cut it in half.
Fill the dough with the cooled ground beef mixture, using egg to seal the edges.
Press down the edges with a fork to seal.
Brush the tops with egg wash and make holes for air circulation.
Bake in the oven for 45 minutes until golden brown.
