Slice beef into thin strips against the grain.
Marinate beef in soy sauce, garlic, and ginger for 15 minutes.
Heat vegetable oil in a large skillet over high heat until shimmering.
Add marinated beef to the skillet and stir-fry until browned, about 3-4 minutes.
Remove beef from the skillet and set aside.
In the same skillet, add sliced onions and stir-fry until translucent, about 2 minutes.
Add bell peppers, carrots, and broccoli to the skillet and stir-fry until tender-crisp, about 3-4 minutes.
Return beef to the skillet and mix well with vegetables.
Add sesame oil and stir to combine.
Sprinkle cornstarch mixed with water over the stir-fry and stir until thickened, about 1 minute.
Season with black pepper and salt to taste.
Garnish with sliced green onions before serving.
Serve over cooked rice.
