Add thinly sliced onions and sauté well.
Add shallots and sauté.
Add pieces of tomato and mix well.
Add black pepper powder, coriander powder, spice mix, chili powder, turmeric powder, and salt, mixing well.
Add the marinated beef pieces and sauté.
Cook the mixture in a pressure cooker for 25 minutes.
Add water and mix well.
Add washed and soaked rice and mix well.
Cook for 10 minutes in the pressure cooker and serve.
