1/2 teaspoon black pepper
1 cup water
1/4 cup fresh cilantro, chopped
1/2 cup raisins
2 tablespoons lemon juice

Prepare the marinade in a large bowl by adding freshly squeezed lemon juice, olive oil, honey, and Ras-El-Hanout; combine together.

Add a large pinch of saffron threads, salt, black pepper, and a little bit of water to the marinade; mix well.

Place the salmon fillets in the marinade, cover the bowl with plastic wrap, and marinate in the fridge for at least one hour.

Peel, cut, and thinly slice the onion.

Cover the tagine and let cook for 45 minutes to 1 hour on low heat; check occasionally and pour some sauce over the salmon and potatoes without moving them.
