Stir in diced beef and cook until browned on all sides, about 7-10 minutes.
Add chopped tomatoes, carrots, and potatoes; cook for 5 minutes until softened.
Season with cumin, coriander, black pepper, and salt; stir well.
Pour in water and bring to a boil; cover and simmer for 20 minutes.
Add drained rice to the pot; stir gently to combine.
Cover and cook on low heat for 15-20 minutes until rice is tender and water is absorbed.
Remove from heat and let sit, covered, for 10 minutes.
Fluff rice with a fork and stir in green peas before serving.
