Caramelize 2 cups of sugar in a pot.
Add 2 cups of evaporated milk and stir before adding 2 cups of water.
Turn off the stove and let the mixture cool down.
In a bowl, add 2 sticks of unsalted butter.
Add 3.5 cups of all-purpose flour, 2 teaspoons baking soda, 1.5 teaspoons cinnamon, 1 teaspoon nutmeg, and 0.5 teaspoon salt to the bowl and mix.
Beat the sugar with the butter and add 3 eggs and vanilla extract.
Mix in the dry ingredients and the caramelized sugar.
Spray the baking pan with oil spray and pour the batter in.
Steam the mixture for 1 hour.
Prepare the sauce by combining 3 cups of evaporated milk, 1 cup of sugar, and 1 teaspoon of vanilla extract in a pot and bring to a boil.
Mix 4 tablespoons of cornstarch with water and add to the boiling milk mixture, stirring until it thickens.
Let the puligi cool for a few minutes before cutting and serving.
