Rinse basmati rice under cold water until water runs clear.
Soak the rice in water for 30 minutes, then drain.
Heat vegetable oil in a large pot over medium heat until shimmering.
Add chopped onions and sauté until translucent, about 5 minutes.
Stir in minced garlic and ginger; cook until fragrant, about 1 minute.
Add beef pieces and brown on all sides, about 5-7 minutes.
Sprinkle in cumin, coriander, cardamom, cinnamon, and bay leaves; stir to coat meat.
Pour in water and bring to a boil; reduce heat to low and simmer until beef is tender, about 1-1.5 hours.
Remove beef and strain the broth; reserve broth for cooking rice.
In the same pot, add drained rice and enough reserved broth to cover rice by 1 inch.
Bring to a boil, then reduce heat to low, cover, and cook until rice is tender, about 15-20 minutes.
Stir in carrots and peas; cover and let steam for 5 minutes.
Fluff the rice with a fork and serve with beef on top.
