1 cup water chestnuts, diced
1 cup carrots, grated
2 cups cabbage, chopped
1/4 cup cilantro, chopped
1/2 teaspoon black pepper
1 tablespoon chili oil
2 tablespoons vinegar
1 bamboo steamer

Prepare the filling by mixing ground pork, shrimp, chopped green onions, minced ginger, minced garlic, soy sauce, sesame oil, diced water chestnuts, grated carrots, and chopped cabbage in a bowl.
