Preheat the oven to 180°C (350°F).
In a mixing bowl, cream together butter and sugar until light and fluffy.
Add eggs one at a time, mixing well after each addition.
Stir in vanilla extract and milk until combined.
In another bowl, whisk together flour, baking powder, cocoa powder, cinnamon, nutmeg, and salt.
Gradually add the dry ingredients to the wet mixture, stirring until just combined.
Fold in chocolate chips and walnuts.
Scoop tablespoon-sized portions of dough onto a baking sheet lined with parchment paper.
Bake for 10-12 minutes, until edges are set and tops are slightly cracked.
Remove from oven and let cool on the baking sheet for 5 minutes before transferring to a wire rack.
Once cooled, dust with powdered sugar or spread with jam as desired.
