Start by adding 3 cups of milk and 2 eggs into an electric mixer or a handheld electric mixer.
Blend the milk and eggs together at medium speed until well incorporated.
Slowly add in 1 tablespoon of sugar and 1 teaspoon of salt to the mixture.
Gradually add 1.5 cups of flour while mixing to avoid lumps, scraping down the sides as needed.
Heat a PL pan over medium-high heat and spray it lightly with cooking spray.
Using a ladle, pour just over a teaspoon of batter into each hole of the PL pan, being careful not to fill them completely as the batter is thin and will spread.
Cook until the edges start to pull away and the bottom is golden, then carefully loosen with a fork before flipping.
Flip the pancakes and cook for a few more minutes until done.
