Preheat the oven to 375°F (190°C).
Grease a soufflé dish with butter and dust with flour.
Separate the egg yolks and whites into two bowls.
Whisk the egg yolks with sugar until pale and creamy.
Add vanilla extract and milk to the egg yolk mixture, mixing well.
Sift in flour and baking powder, stirring until smooth.
In a separate bowl, beat the egg whites with cream of tartar until stiff peaks form.
Gently fold the egg whites into the egg yolk mixture in three additions.
Arrange lady fingers around the sides of the prepared dish.
Pour the soufflé mixture into the center, filling it to the top.
Bake in the preheated oven for 25-30 minutes until puffed and golden.
Remove from the oven and dust with powdered sugar and cocoa powder.
Garnish with fruit and chocolate before serving.
