Season with cinnamon, cardamom, bay leaves, salt, and black pepper.
Pour in enough water to cover the meat and vegetables; bring to a boil.
Reduce heat, cover, and simmer until beef is tender, about 30-40 minutes.
Add soaked rice to the pot; stir gently to combine.
Pour in additional water if necessary, ensuring rice is covered.
Cover and cook on low heat until rice is fluffy and water is absorbed, about 20 minutes.
Remove from heat; let sit covered for 10 minutes before serving.
Fluff the rice with a fork and garnish with chopped cilantro and lemon juice.
