Place beef hooves in a large pot and cover with water.
Bring water to a boil over high heat, then reduce to a simmer.
Cook the hooves for several hours until tender, skimming off any foam that forms.
Add chopped onions and garlic to the pot, cooking until fragrant.
Season with salt, pepper, and herbs of choice.
Continue simmering until the hooves are very soft and the broth is rich.
Remove the hooves and let cool slightly before handling.
Cut the hooves into pieces, discarding any inedible parts.
Return the meat to the pot and stir in vinegar for flavor.
Serve hot, garnished with fresh herbs and lemon wedges.
