Prepare dough by mixing flour, baking powder, and margarine in a bowl.
Add cold water gradually until a soft dough forms; knead until smooth.
Cover the dough and let it rest for a while.
In a skillet, heat oil over medium heat.
Sauté onions and garlic powder until fragrant.
Add mincemeat and cook until browned, breaking it apart.
Stir in diced carrots, potatoes, and habanero pepper; cook until tender.
Season the mixture with black pepper and beef bouillon; mix well.
Remove from heat and let the filling cool slightly.
Roll out the dough on a floured surface to about 1/8 inch thick.
Cut circles from the dough using a round cutter.
Place a spoonful of filling on one half of each circle, fold over, and seal the edges with a fork.
Heat oil in a deep pan over medium heat until hot.
Fry the pies in batches until golden brown, about 3-4 minutes per side.
Remove from oil and drain on paper towels before serving.
