1

Mix all-purpose flour and water in a bowl until a dough forms; knead for 5-7 minutes until smooth.

2

Cover the dough with a damp cloth and let it rest for 30 minutes.

3

Heat cooking oil in a pan over medium heat; sauté chopped onion, garlic, and ginger until fragrant, about 2-3 minutes.

4

Add ground pork to the pan; cook until browned, breaking it apart with a spatula, about 5-7 minutes.

5

Stir in soy sauce, oyster sauce, and sesame oil; cook for another 2 minutes.

6

Add chopped green onions and grated carrots; mix well and remove from heat.

7

Season the filling with black pepper and salt; let it cool slightly.

8

Divide the rested dough into small balls; roll each ball into a thin circle on a floured surface.

9

Place a spoonful of the meat filling in the center of each circle.

10

Fold the dough over the filling to create a half-moon shape; pinch the edges to seal tightly.

11

Heat oil in a deep pan over medium heat; fry the puffs until golden brown, about 3-4 minutes per side.

12

Remove the puffs and drain on paper towels.

13
