Soak glass noodles in a bowl of water for about 10 minutes until softened.

Toast raw rice (sticky or jasmine) in a dry pan on low heat with kaffir lime leaves and lemongrass until golden yellow, then grind it to a fine powder.
Drain the glass noodles and cut them into shorter lengths.
Boil water in a pot and cook the glass noodles for 2 to 3 minutes, then drain them.
Cook ground pork in the same pot on medium heat, breaking it up to avoid large chunks, and retain the juices.
Transfer the cooked ground pork with its juices into a mixing bowl with the glass noodles.
Add shallots to the hot pork and toss quickly to soften the shallot flavor.
Season with fish sauce, lime juice, and homemade chili powder, then toss to combine.
Add toasted rice powder, fresh herbs, and mint last to prevent wilting, and mix gently.
