Chop scallions into small pieces.
Chop red bell pepper long ways or into cubes.
Chop onions into small pieces.
Heat vegetable oil in a pan and spread it around.
Add minced garlic and onions; cook for 1-2 minutes until onions are translucent.
Add chopped scallions; cover and fry for another 1-2 minutes.
Remove the lid, stir, and add red bell peppers.
Add corned beef to the pan and break it up with a fork.
Add paprika, ground thyme, black pepper, cayenne pepper, and ketchup; mix everything together.
Add half a cup of water to the pan and cover; cook for about 15 minutes on medium heat.
Once the water has cooked off, flatten the corned beef in the pan and turn the stove to low; cook for an additional 3-5 minutes undisturbed.
