Place the beef in a pot with water and add 3 cloves of garlic and 3 bay leaves.

Cook the beef for about 1.5 hours until tender.

Remove the beef from the pot, saving the cooking water.

In the same pot, add 4 tomatoes, 1 red bell pepper, 2 potatoes, 1 carrot, and the remaining garlic to cook.

Remove the seeds from the guajillo chiles and ancho chile, then add them to the pot with the vegetables.

Blend the cooked vegetables with some of the reserved cooking water until smooth.

Return the blended mixture to the pot with the beef.

Add 1 teaspoon of beef bouillon and stir to combine.

In a separate pan, heat a little olive oil and sauté the green onions until caramelized.
