Mix all-purpose flour and salt in a bowl.
Cut in butter until mixture resembles coarse crumbs.
Add water gradually, mixing until dough forms.
Wrap dough in plastic wrap and refrigerate for 30 minutes.
Cook ground beef in a skillet over medium heat until browned, about 5-7 minutes.
Add onion, garlic, and bell pepper; sauté until soft, about 3-4 minutes.
Stir in thyme, scotch bonnet pepper, black pepper, and curry powder; cook for 2 minutes.
Remove from heat and mix in green onion and lime juice; let cool.
Preheat oven to 375°F (190°C).
Roll out dough on a floured surface to 1/8 inch thick.
Cut dough into circles, place filling in the center, and fold over.
Seal edges with a fork and brush with beaten egg.
Bake on a greased baking sheet for 25-30 minutes until golden brown.
