Marinate the beef in soy sauce, chili paste, and black pepper for 15 minutes.
Heat vegetable oil in a large skillet over high heat until shimmering.
Add the marinated beef to the skillet and stir-fry until browned, about 2-3 minutes.
Remove the beef from the skillet and set aside.
In the same skillet, add garlic and ginger; sauté until fragrant, about 30 seconds.
Add sliced onion, bell peppers, carrots, and broccoli; stir-fry for 3-4 minutes until tender-crisp.
Return the beef to the skillet and add cornstarch mixed with a little water to thicken the sauce.
Stir-fry everything together for another 2 minutes until well combined.
Drizzle with sesame oil and toss to coat.
Garnish with sliced green onions before serving.
Serve hot over rice or noodles.
