Combine warm milk and yeast in a bowl; let sit until frothy, about 5-10 minutes.
In a large mixing bowl, whisk together flour, sugar, and salt.
Add the yeast mixture, melted butter, eggs, and orange zest to the dry ingredients; mix until a dough forms.
Knead the dough on a floured surface for about 10 minutes until smooth and elastic.
Place the dough in a greased bowl; cover and let rise in a warm place until doubled in size, about 1-2 hours.
Preheat the oven to 350°F (175°C).
Punch down the risen dough and fold in chocolate chips gently.
Shape the dough into a ball and place it in a panettone mold or a tall baking pan.
Cover and let rise again until nearly doubled, about 30-45 minutes.
Bake in the preheated oven for 30-40 minutes until golden and a toothpick comes out clean.
While the panettone cools, prepare the brigadeiro by combining condensed milk, cocoa powder, and butter in a saucepan over medium heat.
Cook the brigadeiro mixture, stirring constantly until thickened, about 10-15 minutes.
Remove from heat and let cool slightly before rolling into balls and coating with chocolate sprinkles.
Serve slices of panettone topped with brigadeiro balls.
