4 cups water
1 teaspoon salt

1 medium carrot
1 green bell pepper
2 bay leaves
1/4 cup chopped cilantro

Add chopped onion to the pot and sweat until translucent, covering with a lid to help cook faster.

Once the onion is translucent, add cayenne pepper to the pot.
