Prepare phyllo dough by thawing according to package instructions.
Melt butter in a saucepan over low heat until fully liquid.
Brush a baking dish with melted butter to prevent sticking.
Layer sheets of phyllo dough in the dish, brushing each layer with butter.
Chop nuts finely and mix with sugar and cinnamon in a bowl.
Spread a layer of the nut mixture over the phyllo dough.
Repeat layering phyllo and nut mixture until all ingredients are used, finishing with phyllo on top.
Cut the assembled layers into diamond shapes before baking.
Bake in a preheated oven at 350°F until golden brown, about 30-40 minutes.
While baking, prepare the syrup by boiling sugar and water until thickened, then add rose and orange blossom waters.
Remove the sweets from the oven and immediately pour the syrup over them.
Allow to cool completely before serving.
