Cook the fish with salt, minced garlic, onions, lemon juice, and a little water until the water evaporates.
In a skillet, heat ghee and sauté minced onions and garlic, then add cumin and mix well.
Add bell pepper and cook until soft, then add the cooked fish, ensuring to remove bones and season.
Set the fish mixture aside.
In a mixing bowl, combine flour, sugar, and salt, then add yeast and mix well.
Pour in warm milk and knead the dough by hand until smooth and non-sticky, about 10 minutes.
Let the dough rest in a greased bowl for 1 to 1.5 hours until it triples in size.
Roll out the dough and cut into small pieces, flattening the edges towards the center.
Place the fish and mozzarella in the center and close the dough around it.
Let the filled dough rest for 15 minutes.
Prepare a milk mixture for brushing, adding parsley and mixing well.
Brush the dough with the milk mixture and make decorative marks with a fork.
Bake at 180°C for 20-25 minutes, adding some cheese on top before baking.
