Prepare the buko by shredding the meat and set aside.
In a pot, combine water and gulaman powder, stir well and bring to a boil.
Add sugar and stir until dissolved, then add buko juice and shredded buko.
Pour the mixture into a mold and let it cool until set, about 1-2 hours.
Once set, cut the jelly into small cubes.
In a pitcher, combine the jelly cubes, evaporated milk, and condensed milk.
Add all-purpose cream and stir well.
Serve over ice cubes in glasses.
