Preheat the oven to 375°F (190°C).

Heat olive oil and butter in a large skillet over medium heat.

Add minced garlic; sauté until fragrant, about 1 minute.

Add lamb to the skillet; cook until browned on all sides, about 8-10 minutes.

Stir in rice, salt, black peppercorns, white peppercorns, oregano, and nutmeg; cook for 2-3 minutes.

Pour in water and bring to a boil; reduce heat and simmer for 15 minutes.

In a bowl, whisk together Greek yogurt, eggs, and flour.

Combine the yogurt mixture with the lamb and rice mixture; mix well.

Transfer the mixture to a greased baking dish.

Bake in the preheated oven for 30-35 minutes, until set and golden on top.

Remove from the oven and let rest for 10 minutes.
