Grease a big plate or platter with half of the butter.

In a small bowl, mix the cocoa powder with the water to dissolve it.

In a heavy saucepan, combine the dissolved cocoa, sweetened condensed milk, and the remaining butter over medium-low heat.

Stir the mixture constantly until it thickens and resembles brownie batter, which can take as long as 20 minutes.

When the mixture is thick enough, it should take a moment for the gap to fill back in when you drag your spoon across the bottom of the pan.

Spread the chocolate mixture onto the greased platter and let it cool to room temperature. You can speed up cooling by placing it in the fridge.

Once cooled, grease your hands with a little butter.

Scoop some of the chocolate mixture with a spoon and roll it between your palms to form balls.
