- 3Heat vegetable oil in a large pot over medium heat until shimmering.
- 4Add the chopped onions and sauté until translucent, about 5 minutes.
- 5Stir in the garlic and ginger, cooking for another minute until fragrant.
- 6Add the chopped tomatoes and bell peppers, cooking until softened, about 5-7 minutes.
- 7Incorporate the scotch bonnet pepper, thyme, and bay leaves into the mixture.
- 8Pour in water, bring to a boil, then reduce heat to a simmer.
- 9Add the fish to the pot, ensuring it's submerged in the broth.
- 10Season with salt and black pepper to taste, and simmer for 15-20 minutes.
- 11Add lime juice and chopped cilantro just before serving.
- 12Taste and adjust seasoning as necessary before serving with rice or plantains.
