Mix flour, water, yeast, and sugar in a large bowl until combined.
Knead the dough on a floured surface for about 10 minutes until smooth.
Place the dough in a greased bowl, cover, and let rise in a warm place until doubled, about 1 hour.
Preheat the oven to 425°F (220°C).
Punch down the risen dough and transfer it to a greased baking sheet.
Stretch the dough to fit the sheet, creating dimples with your fingers.
Drizzle olive oil over the top and sprinkle with sea salt and rosemary.
Let the dough rest for another 20 minutes to rise slightly.
Add thinly sliced garlic and black pepper on top if desired.
Bake in the preheated oven for 20-25 minutes until golden brown.
Remove from oven and drizzle with balsamic vinegar before serving.
Let cool slightly before slicing.
