Blanch the beef shank in a large pot with scallions and ginger, filling it with water and bringing it to a boil.
Remove the beef from the pot and let it cool slightly, keeping the liquid for later use.
Chop onions, shallots, ginger, garlic, apples, and tomato.
Heat oil in a pan and add shallots, onions, garlic, ginger, chili, and scallions, sautéing until fragrant.
Add bean sauce, rock sugar, rice wine, and soy sauce to the sautéed mixture and stir until bubbling.
Return the blanched beef to the pan, coating it in the sauce.
Combine the beef mixture with the reserved broth and add chopped apples, tomato, and spice packet, bringing it to a boil.
Reduce heat and let the broth simmer for a couple of hours, then remove the beef to cool and reheat the broth.
Taste the broth and adjust seasoning with salt, soy sauce, and dark soy sauce for color and flavor.
Cook the noodles in boiling water until done, then slice the beef.
Plate the dish by adding dark soy sauce to the bottom of the bowl, followed by scallions, noodles, and broth, adjusting broth concentration with reserved noodle water as needed.
