In a mixing bowl, combine 3 and 1/3 cups of all-purpose flour, 1 tablespoon of granulated sugar, 1 tablespoon of Jamaican bitter pot curry, 1 tablespoon of turmeric powder, and 1 teaspoon of salt. Whisk together until evenly distributed.

Add 110 grams of cold unsalted butter and 50 grams of cold vegetable shortening to the flour mixture. Use your hands to crumble the mixture until it resembles breadcrumbs.

Make a well in the center of the mixture and add 1 and 2/3 cups of 3.5% fat milk. Mix with a spatula until combined, then use your hands to form a soft, sticky dough. Avoid overworking the dough.

Wrap the dough in plastic wrap and refrigerate for 30 minutes to 1 hour to keep the butter and shortening cold.

In a bowl, season 500 grams of minced beef with 10 grams of Maggie all-purpose seasoning, 1 teaspoon of onion powder, 1 teaspoon of garlic powder, 1 teaspoon of ginger powder, 1/2 teaspoon of black pepper, 1/2 teaspoon of salt, and 6 crushed pimento seeds. Add 1 tablespoon of olive oil and mix well. Refrigerate for 30 minutes.

In a pot, heat 1 and 1/2 tablespoons of olive oil over low heat. Add 1/4 red onion, 2 stalks of scallion, 1/4 scotch bonnet pepper, 1 clove of garlic, and 1/3 cup of diced carrots. Sauté until fragrant.

Increase the heat to medium and add the seasoned beef to the pot. Use a fork to break up the beef into smaller pieces and cook until most of the redness is gone, about 5 minutes. Cover the pot to steam the beef.

Add 1 tablespoon of dark soy sauce and 2 tablespoons of ketchup to the beef. Mix well and cover for another 5 minutes.

Add a mixture of 1/2 teaspoon of browning and 1 cup of water to the pot. Stir in 1 teaspoon of all-purpose seasoning and cover the pot. Cook on low heat for 10 minutes, tasting and adjusting seasoning as needed.

After 10 minutes, stir in 1/2 cup of breadcrumbs to absorb excess moisture. Turn off the heat and let the filling cool while you work on the dough.

Flour a clean surface with about 1/2 to 1 cup of flour and roll out the dough until flat. Shred 100 grams of butter and rub it along with 50 grams of shortening over the rolled-out dough.
