Start by measuring 1 and 3/4 cups of flour into a mixing bowl.

Heat oil in a skillet over medium heat and add the vegetable mixture, cooking for a few minutes until softened.

Add 1/2 pound of ground beef to the skillet and mix with the vegetables.
