Wash the peppers and cut off the stems while wearing gloves.
Add vinegar, salt, and minced garlic to a pot with the peppers.
Bring the mixture to a boil over medium heat.
Reduce heat to low and cook until the peppers become soft, about 10 to 12 minutes.
Transfer the mixture to a blender carefully, using a towel to hold the lid down.
Blend the mixture until smooth and pour into a bottle.
Prepare the dough by mixing an egg with water and setting it aside.
In a mini food processor, add flour, turmeric, sugar, salt, and baking powder, and mix.
Pour in the egg mixture while running the food processor until combined.
Add butter to the mixture and form it into a ball, then cover with a tea towel and refrigerate for about an hour.
Cut the peppers in half and slice them into small bits.
In a pan over medium-low heat, melt butter and vegetable oil together.
Add the chopped hot peppers and garlic to the pan and stir until softened.
Add curry powder, dry thyme, salt, sugar, and black pepper, and mix to toast the spices slightly.
Add ground beef to the pan and cook until browned.
Stir in beef broth and reduce heat to low, covering to cook for about 10 minutes.
After cooking, add breadcrumbs to the beef mixture and stir well, allowing it to cool completely.
Preheat the oven while the filling cools.
Cut the dough ball in half and then into 12 pieces.
Roll each piece of dough into a six-inch circle.
Place a bit of the filling in the center of each circle and fold to close, sealing with a fork.
Brush the patties with butter and place them on a baking sheet.
Bake the patties in the oven for 20 minutes.
