In a bowl, combine 3 cups of all-purpose flour, 1/2 teaspoon sugar, 3 tablespoons turmeric powder, and a pinch of salt.
Add 200 grams of cold butter and mix with hands until crumbly.
Gradually add 250 ml of cold water, mixing until a dough forms.
Wrap the dough in cling film and refrigerate for 30 minutes to 1 hour.
In a skillet, heat 1 tablespoon of vegetable oil over medium heat.
Sauté 1 chopped onion for about 2 minutes, then add minced garlic and spring onion.
Add chopped scotch bonnet pepper and thyme, then add ground beef, breaking it up with a spoon.
Cook the beef on medium heat until fully cooked, about 15 minutes.
Season with salt, beef stock powder, chili powder, and curry powder, mixing well.
Add 3 tablespoons of breadcrumbs and 1 cup of water, cooking for an additional 3 minutes, then set aside.
On a floured surface, roll out the dough thinly and cut into circles using a round plate.
Place 1 tablespoon of the beef filling on one half of each circle, sealing the edges with hands and a fork.
Preheat the oven to 190 degrees Celsius (375°F).
Line a baking tray with parchment paper and place the patties on it.
Whisk 1 egg with 1/2 teaspoon of water and brush it over the patties as an egg wash.
Bake in the preheated oven for 35 to 40 minutes until golden brown.
