Mix all-purpose flour, baking powder, salt, and sugar in a bowl.
Add room temperature butter and mix using the squeeze method until grainy.
Gradually add water while kneading until a dough forms.
Knead the dough for about 5 minutes on a lightly floured surface.
Cover the dough with a wet paper towel and a cloth towel, then let it rise in the microwave for 30 minutes.
Chop parsley, onion, garlic, and bell peppers.
Sauté the chopped vegetables for 2 minutes.
Add corned beef and mix, then add ketchup and a little water; cover and cook for 4-5 minutes.
Remove the dough from the bowl and cut it into quarters, then each quarter into three pieces.
Form each piece into a smooth ball and set aside.
Roll out each dough ball using a rolling pin.
Heat oil in a pan and fry the dough, pouring hot oil over the top to help it rise and brown evenly.
Flip the bakes to build color gradually until golden brown.
Cut the bakes open and fill with corned beef.
