Clean turkey wings and pat dry with paper towels.
Season turkey wings with salt, black pepper, and garlic; let marinate for at least 30 minutes.
Heat vegetable oil in a large pot over medium heat until shimmering.
Brown the turkey wings on all sides, about 5-7 minutes; remove and set aside.
In the same pot, sauté onions, garlic, and bell peppers until softened, about 3-4 minutes.
Add carrots and cook for another 2-3 minutes until slightly tender.
Stir in thyme, bay leaves, and scotch bonnet pepper; cook for 1 minute until fragrant.
Return the turkey wings to the pot and add tomato, soy sauce, and brown sugar; stir to combine.
Pour in enough water to cover the wings; bring to a boil.
Reduce heat to low, cover, and simmer for 1.5 to 2 hours until the turkey is tender.
Check seasoning and adjust with salt and pepper as needed.
Remove from heat and let rest for 10 minutes before serving.
Garnish with chopped green onions before serving.
