Pour in yogurt and mix well; cook for another 5 minutes.
Add water to cover the mutton; bring to a boil.
Reduce heat to low, cover, and simmer for 1.5-2 hours until mutton is tender.
Stir in garam masala and lemon juice; cook for an additional 5 minutes.
Garnish with chopped cilantro before serving.
