Heat oil over high heat. Add ground beef, season with salt, pepper, paprika, cumin, and chili flakes. Cook until no longer pink, then set aside.

In a saucepan, melt butter, add flour and whisk until smooth. Add milk and bring to a boil, whisking until thickened. Add salt and cayenne pepper, then whisk in cheese until melted.

Lay a large tortilla on a flat surface. Add ¼ cup ground beef to the center, top with cheese sauce, then add tostada shell, sour cream, lettuce, tomato, and shredded cheese. Place a smaller tortilla on top and fold the edges of the large tortilla toward the center.
