Drain cod and rinse under cold water.
Place cod in a pot, cover with fresh water, and bring to a boil.
Reduce heat and simmer for 15-20 minutes until tender.
Remove cod and let cool slightly, then flake into large pieces.
In a skillet, heat olive oil over medium heat until shimmering.
Add onions and garlic; sauté until soft, about 5-7 minutes.
Stir in potatoes and carrots; cook until tender, about 10 minutes.
Add flaked cod, tomatoes, and olives; mix gently to combine.
Season with black pepper, bay leaves, and red pepper flakes.
Pour in white wine and simmer for 5 minutes.
Garnish with parsley and lemon juice before serving.
